脚手架搭设存在风险及隐患的原因:
1、不懂标准规范,包括搭建施工人员和监督检查管理人员。需要严格规范特种作业人员取证程序和培训入手,提高执行规范的意识和能力。
2、侥幸思想。对于一个简单的高处作业,搭建脚手架的工作量和所用时间、劳动力要远远大于检修作业的。部分施工作业人员能简就简能省就省,监督人员有时监管不到位。
3、节约成本,使用不合格的脚手架钢管构件支架等部件,隐患风险高。
4、脚手架搭设方案制定不合理,没有根据作业点和检修项目的特点科学的制定,审批不严格。
5、脚手架搭设缺少过程检查和监督。很多时候是脚手架搭设完成或出现问题才进行检查纠正,已经存在的隐患很难得到彻底消除,遇到抢修等非正常检修状态时,往往会冒险作业。
